The 19 year old defensive midfielder made his debut for the Chelsea against Manchester United in May last year. He has also represented England at Under-19 level.
After the signing manager Paul Lambert told his clubs official website: "When you get a player on loan it is always a gamble because they have to adapt very quickly. But everyone I've spoken to has high hopes for him and it will be entirely up to him to take off when he gets here."
